My first child was a preemie, had medical issues, and has an IEP. He is so bright and amazing, but for a long time medical and educational professionals have been measuring him against a typical standard, and I get it, that's to ensure that his development is on track. They tell you that all kids are different and develop on their own time, but all the while they also tell you that your kid should be doing this by now and is not performing like other kids... I'm just a little conflicted about how to think and feel...

I would feel the same way. They are in a way just like all the other kids but they some times just need more time. Our daughter had health issues from conception through the beginning of this year. She had to be kept home so she didn't get sick and could proceed into surgery for correction. Now that she is healed, they want her to complete the milestones they didn't want us to work with her on because it would have been a challenge after surgery to keep her less active. We hear all the time "why isn't your child crawling and walking yet?". It is frustrating.
